I have discussed this scheme with
Dr. Eitel, and I agree
in the main with
the proposals made.
I think with the Iredges that all
the Interpreters in all the Courts should
belong to the new Departiment.

afraid the staff is too
limited; and I think that the
remuneration of the First Clerk is not
sufficient to secure the services of such as the Head of the Department
an
officer
will require. If Dr Eitel is not relieved
entirely from looking after the routine work of his office, he will be greatly hampered in the discharge of his proper
duties.
